Zulfikar Ali Bhutto, An Architect of New Pakistan





Let me begin my Essay from 1970, the year when Pakistan was disintegrated, on the cold night of December, But in 1971, a new State took shape, not through gaining liberty, as was the case with Bangladesh. It had come into being because it had been decapitated and dismembered. Unlike 1947, there was no hope, no anticipation and no dreams…only distress and dejection. In 1947, Pakistan had to be built from the physical building blocks. In 1971, it had to be rebuilt psychologically, If Jinnah got a moth-eaten Pakistan, and Zulfikar Bhutto got a truncated and traumatized Pakistan. He had to carry his charge forward through its first steps into a mocking world. He bore the pain and the passion of new Pakistan; it was like the first chapter of Genesis.
I call Peace as the Social Justice in the system for the common man. Zulfikar Ali Bhutto was the symbol of Justice and Peace. He was the symbol of sustainability and integrity of Pakistan. I have chosen him as my peace hero, because this man has made a huge impact in the history of Pakistan through his dynamic leadership and political vision, I also believe, He faced the hard times with courage and bravery.
It should also be noted that the infant Political party, Peoples Party of Pakistan, was born in 1969, and in short time, this party got so much attention from the masses that the slogans of Bhutto became the songs of hope for the Pakistan; He performed best at the times of crisis.
The idea of Islamic Socialism was an eye opener for the Islamic countries, without rejecting the existence of God, Bhutto used Marxist thought as the catalyst of peace, justice and equity in Political set-up and economy of the state.
We must accept and understand one thing very clearly, We cannot bring Peace in the country like Pakistan without Political Activism, the core of power exist in National Assembly of Pakistan, where the macro-structure policy are made and implemented in Pakistan.
Zulfikar Bhutto’s journey of Peace and justice began with the elimination of feudalism and capitalism through the land reforms, the power began to shift to the common man of Pakistan, to the farmers and the labors, and Bhutto wants to convert the present feudal Pakistan into a progressive producer’s republic based on the teachings of Islam. Also as a democrat he believes in the preservation of individual and social freedoms and wants to strengthen these freedoms in Pakistan.
Some critiques believe that Zulfikar Ali Bhutto himself was the part of conspiracy against Bangladesh, I would argue that the resource allocation was never equal since the independence of Pakistan, from 1947 to 1970, the twenty-three years of injustice has to be reacted in the form of movement for a separate state, this anger and frustrated of East Pakistan didn’t triggered in year or two, it has the historical background. Zulfikar Bhutto was doing right thing to save the West Pakistan from further loss, He gave justice so that everyone can be peaceful and chances of conflict were minimized.
The tragic history of Pakistan during the twenty five years of its existence, before the advent of the People's Party Government is attributed to a certain extent, to the sad saga of its misguided foreign policy. This is the tragic story of “missed opportunities” unmitigated follies” and myopic leadership which ultimately led to the dismemberment of the state through the machinations of a
Foul international conspiracy.
One of the greatest achievement of Zulfikar Ali Bhutto was the Islamic Summit Conference, where all the Muslim countries participated and Pakistan hosted this conference, with this conference the overall image of Pakistan in the Muslim World got better, this was certainly the phase of image-building and discovering the new horizons for diplomacy for trade and commerce.
When Prime Minister Zulfikar Ali Bhutto took over the reins of the Government, the economic system of the nineteenth century prevailed in Pakistan. The military dictators encouraged the employers to completely ignore the social conditions and the interests of the workers. The emphasis was on the individual profit to the detriment of the laborers and the country so the new labor policy was social justice. Zulfi was the great diplomat and statesman; he got 90,000 prisoners of war and 5000 sq. miles of territory from India through negotiations, when the relations of Pakistan and India were worse. This was his charisma and dynamic leadership, our soldiers lost West Pakistan on battle but Zulfi won battle on table.
Nationalization scheme of Bhutto increased the production and GDP, when the country was suffering from economical crisis and natural disaster, the agricultural reforms helped food productions, the nationalization was also serving the motive of employment and other social justices for the country, for the first people realized that the public property is the ownership of peoples of Pakistan, Zulfikar Ali Bhutto played a vital role in restoring relations with India.
The greatest achievement of Zulfikar Ali Bhutto was the 3rd Constitution 1973, which was the  structural change in history of Pakistan, this document was accepted by the consensus and then implemented, and it is the sign of justice and peace for the Pakistan.
The 1973 Constitution makes the things simpler for the Pakistan, It was Bhutto who gave the rules and procedures to all the institutions, Quaid-e-Azam took part in inception of the state, but Bhutto ran the machinery of the state, when we were at the critical hard times in history.

Many could argue how come the maker of Atom Bomb can be the peace hero, I would argue that it was the necessity of time, it was important for Pakistan to built her image in the international world, the demoralized army needed a push, and Zulfikar Bhutto provided them with competent Skill and machinery, so that they can be good in terms of defending the country and the sovereignty should be respected at all cost.
The other justification is the theory of Balance of Power, the fact is if you’re weaker than your enemy, your enemy will spoil you, and this thing happened which resulted dismemberment. After the second world war, despite of the tension in Cuba, the Soviet Union and USA didn’t attacked each other, because of the fear that both had same power in terms of technology, so the theory of balance of power is working for us in terms of securing our national security. India would accept Pakistan’s conditionality to negotiate only if we have balance of power in the region in terms of economical stability and nuclear Power, it was important for Pakistan so that India couldn’t take the advantage to bargain Pakistan in the negotiations, it contributed to the peace process in this region. 
The life of Zulfikar Ali Bhutto gives us message of living with self-respect, courage and boldness; he is destined to do for the third world as Darwin’s theory has done for biology, Now, Bhutto is no more an individual, he is a school of thought, a way of living, a political visionary and the source of leadership and motivation for the people of Pakistan. Pakistan is known to the world on the name of Zulfikar Ali Bhutto.
